They originally released the game on the PSN several months ago as a non-online game for something like $20. It had no online capabilities and now they've created what is basically an update, or add-on pack to the game. It's no different from being charged for any other game update, since it is adding additional features to the game for a cost.

You aren't paying to play online though. You are paying for the update to play online. There won't be a monthly or yearly fee to continue playing online.

No the game is 30 dollars for the entire thing with online. If you purchased the game previously it's 10 dollars for the new online mod.

A lot of features should be in a game in the first place, but now developers can add them later and charge more for them, so that's what they're going to do. Any way they can milk more money out of people for a game.
