The game isn't cropped. The game was developed to be in 16:9. When the game is running in 4:3 it is showing more that isn't supposed to be there. The game has been demonstrated by the developers themselves in 16:9 throughout the entire development process.

It's a pretty weird decision. I thought the game was being produced with 16:9 in mind, but 4:3 owners get more information on-screen.
