Well, it just depends on if it's an appropriate stylistic choice for the game... Also, games in colour will appeal to more people than black and white ones as a rule (a lot of people refuse to watch black and white movies, if you can believe it), so it'd probably be something that depends on the specific game's art direction.
But I do agree that I'd like to see more black and white noir-ish games. There's only concept art revealed so far of Sadness, but it sounds rather interesting.
