It doesn't.
I've tried playing some The Sims games and barely could put more than 2 hours into them (haven't tried My Sims though which I thought looked more interesting than the other Sims games, brobably because of the building emphasis). On the other hand, when I tried Animal Crossing on the DS for the first time, it was with very low expectations and I too was wondering how people could play such games... and then got hooked for over 7 months.
The difference between The Sims and Animal Crossing lies mostly within character relationships. The Sims seems to be based on building relationships with other characters while Animal Crossing is based on collecting stuff (the only reason to build character relationship in Animal Crossing is if you want to collect character portraits).
Therefore, if we go back to the OP, The Sims fits the definition much more than Animal Crossing.
