I've got a friend playing from Poland right now. Wifi's universal. It's local wireless that will have trouble. (Also you won't be able to import from the GBA games I believe. Unless it's just by language and not region. NOT sure there.)

You can choose to make a secret base anywhere in the Underground, and apparently your friends can visit too.

Wifi works perfectly fine. I imported from America (I'm in England) and I've been on wifi to trade plenty of times. I've had no problems whatsoever.

I'm only concerned about connectivity with a PAL Pokémon Battle Revolution.

The underground multiplayer is local wireless too, so that would get crippled if you imported it. (Online you can only trade and do single and double matches one on one.)
