I think they banned regular prayer initiated by the faculty or something, like a teacher couldn't get on the loudspeaker and go "OK kids, let's pray now..."

Back in the day when I was in elementary school they still said the Lord's Prayer during morning announcements. There were a couple kids who were Jehovah's Witness's and they were excused and got to sit in the bathroom while it was going on.

so basically if you claimed to not be christian you would eot a free pass to play gameboy in the restroom in Chibis school they just had the moment of silence, if you wanted to pray, do so, if not shut up, or draw or something quiet
