You shoudn't cross, no, for your own safety. But if one doesn't happen to notice the car barrelling toward them (or is unable to due to disability), it's still not their fault. They still legally have the right of way, and at that time it's 100% the driver's responsibility to stop and watch for pedestrians.

I specifically said these were times when I had
the right of way - ie, a walk signal at an intersection, crossing the street where oncoming traffic had a stop sign, or walking past a perpendicular street, parking lot or driveway.
I'm not trying to say that some idiot randomly running into highway traffic is not at fault if he gets hit. That's never what I was saying. It was just misconstrued that way.
