130 Gig is quite much depending on what you are going to have on it

If you are downloading 1000+ songs + games, then 130 gig is quite low

UK ISPs enforce lame caps. I'm on a 20mb connection, but if I download more than 3gb between 4pm-9pm, I get capped to 5mb for 5 hours. So 130gb is a lot to fill.

Yeah, that card would work but the auction has ended.

A 300W power supply is quite low nowadays but it is possible to cram a decent video card under that limit depending on what else you have in your system. I literally mean everything you have plugged into your computer from USB mice, PCI modems, floppy drives, hard drives, optical drives, processor, etc. Also what is your processor's FSB speed (the 2.4 Ghz Pentium 4 had three different versions).

Mine doesn't. I get 22 MB/s download and 2.5 MB/s upload, and no downloading cap. :P

That was before I found out about the download cap. They've only recently introduced it.
