What exactly happens when you try and power it on? Any lights on the motherboard? Do you have an ethernet cable plugged in, and if so, is the light on?

That sounds like a processor fault to me.

It acts like it's getting power and looks like it'll start for just a second? That sounds like a bad PSU to me. Your motherboard's likely stopping because it doesn't wanna fry itself.

Though for a sanity check you might wanna try making sure all of the power connections to the board are nice and secure. The good thing about it possibly being a bad PSU as well is that if you have a kind friend with a relatively comparable PSU, you could always beg and plead to borrow it briefly to test!

Or just be like me and have enough parts laying around to build two or three (old) systems.

Actually, do you have the manual for your motherboard? I highly suspect that those two lights are a start up code for what is wrong. Digging through the manual could easily lead to your exact problem.

those lights came on every time i turned my PSU on, ever since i got my computer.

EDIT: but another light comes on for that milosecond that is right next to those lights.

EDIT EDIT: and my local Computer shop also tested my PSU and said its was still good. also, if it is my CPU does Intel have warranty?

Did you look at your manual? Even for normal operation it'll give light codes (which is nice).

I wouldn't necessarily trust how most places test a power supply: plug it into something and see if it turns on. That is a good sign in generally however it does not necessarily test the voltage output or how much power it is delivering. Those could vary between your system and what they connected to test.

Intel does offer a warranty on their CPU's but it varies between the OEM and the retail part. You gotta know which one you got first. Also overclocking voids your warranty.

I still vote PSU. Trying another on your board would be a wonderful idea, though much more so if you can get away with doing so without buying another right away.

i might ask my local computer shop what they tried and stuff and maybe try some other stuff, like a different CPU and PSU.
