The battle system looks confusing, even though I'm interested to play a plot-driven 16-bit RPG again. I heard you pick a strategy for each party member and let 'em loose on the enemy, until you want to change strategy. Am I understanding this correctly?

You can do that (using the strategy option) but it really isn't mandatory. You can use that just to set up a basic attack pattern or whatever (helpful if you are fighting a boss). But really you just attack manually.

I saw that earlier. The VC could be such a powerhouse if they released gems instead of the constant stream of crap.

Kirby 64 and a bizarre side-scrolling shooter called Psychosis (Turbografx 16) is out for US Virtual Console.

Kirby 64 looks pretty decent for a 64 game.

I'm pretty sure almost all of the good TGFX16 games were space shooters of one sort or another. Aside from maybe the Adventures of Bonk.

Blazing Lasers is probably one of the finest space shooters ever made. If you buy one TurboGrafx game, I highly recommend that one.
